The present book fmds its roots in the International Conference on Methods and Applications of Multiple Criteria Decision Making held in Mons in May 1997. A small number of contributions to that conference were selected via a refereeing procedure and retained authors were requested to include in their final version their more recent results. This explains why some papers differ significantly from the original presentation. The introductory paper of Raynaud addresses the long range forecasts in Multiple Criteria Decision Making on the basis of a Delphi process that was run before and during the congress. In a second part, the French author explains how he and some of his partners could find the proof of an important conjecture : the iteration of a strongly monotonic choice function is not a strongly monotonic ranking function. The second part of the book covers methodological aspects of decision theory. Aristotle’s modal syllogistic is his study of patterns of reasoning about necessity and possibility. Many scholars think the modal syllogistic is incoherent, a ‘realm of darkness’. Others think it is coherent, but devise complicated formal modellings to mimic Aristotle’s results. Nuclear tests have caused public concern ever since the first such test was conducted, more than six decades ago. During the Cold War, however, con- tions were not conducive to discussing a complete ban on nuclear testing. It was not until 1993 that negotiations on such a treaty finally got under way. From then on, things moved relatively quickly: in 1996, the United Nations General Assembly adopted the Comprehensive Nuclear-Test-Ban Treaty (CTBT). To date, the Treaty has been signed by 178 states and ratified by 144, though it has yet to enter into force, as nine out of 44 ‘‘Annex 2 states’’, whose ratification is mandatory, have not heeded the call. Nevertheless, the CTBT verification system is already provisionally operational and has proven its effectiveness. We commend the CTBT organisation in Vienna for its successful efforts to build a verification network. This book is an excellent overview of the evolution of the CTBT and its verification regime. The authors are eminent scholars from the Netherlands, Norway and Sweden who have been intimately involved with the CTBT and its verification agency, the CTBTO Preparatory Commission, from their inc- tion to the present day. They have written a thorough and engaging narrative of the long road that led to the CTBT. Their story will appeal to both the layman and the expert and provide useful lessons for future negotiations on disarmament issues.

This is explained by the facts that sulphur was obviously in sufficient supply from the atmosphere, from soil and as a by-product in mineral fertilizers. Increases in the yield potential and thus in the nutrient requirement of modern crops, however, as well as remarkable changes in SO2 emissions by private households, power stations and industry, associated with legislative measures to reduce air and water pollution, have altered the situation to a large extent. In particular the public concerns about forest decline and pollution-induced climatic changes have initiated extensive research programs on the physiological functions of sulphur in plants, on the occurrence and plant availability of sulphur in agricultural and forest soils and on the chemistry of sulphur compounds in the tropo- and stratosphere. However, it aims to give an overview of our present knowledge with a special focus on the sulphur situation in agrosystems of industrialised Western Europe. Philosophy properly speaking is characterized by the kind oflogic it employs, for what it employs it assumes, however silently; and what it assumes it presupposes. The logic stands behind the ontology and is, so to speak, metaphysically prior. One word of caution. The philosophical aspects of logic have lagged behind the mathematical aspects in point of view of interest and develop ment. The work of N. Rescher and others have gone a long way to correct this. I have in mind another approach, one that would call attention to the ontological (systematic meta physics) or metaphysical (critical ontology) aspects, whichever term you prefer. The Feynman integral is considered as an intuitive representation of quantum mechanics showing the complex quantum phenomena in a language comprehensible at a classical level. It suggests that the quantum transition amplitude arises from classical mechanics by an average over various interfering paths. The classical picture suggested by the Feynman integral may be illusory. By most physicists the path integral is usually treated as a convenient formal mathematical tool for a quick derivation of useful approximations in quantum mechanics. In such a case the rigour is achieved at the cost of losing the intuitive classical insight. The aim of this book is to formulate a mathematical theory of the Feynman integral literally in the way it was expressed by Feynman, at the cost of complexifying the configuration space. In such a case the Feynman integral can be expressed by a probability measure. The equations of quantum mechanics can be formulated as equations of random classical mechanics on a complex configuration space. The opportunity of computer simulations shows an immediate advantage of such a formulation. A mathematical formulation of the Feynman integral should not be considered solely as an academic question of mathematical rigour in theoretical physics.

The papers which make up this volume have for the most part emerged from the work of a team of young researchers based for varying periods at the Department of Educational Studies of the University of Oxford as part of an international network funded by the European Union. The network, known as PRESTiGE (Problems of Educational Standardisation and Transition in a Global Environment), involves teams at six European universities, each of which can only employ young researchers from Member States other than that in which it is situated. The Oxford part of PRESTiGE has been concerned with the interpretation, transmission and implementation of European Union education and training policy in four Member States: France, Germany, Sweden and the United Kingdom. As the leader of the Oxford team I had the good fortune to work with young researchers from Denmark, Germany, Greece, Sweden and Portugal. Their work is included here. So too are contributions from Jake Murdoch (a member of the Dijon team, based at the Université de Bourgogne) and Professor António Nóvoa, the leader of the Lisbon team. The EUROMECH Colloquium 366, 'Porous Media - Theory and Experiments' was held at the Bildungszentrum fiir die Entsorgungs-und Wasserwirtschaft GmbH B·E·W, Essen, Germany, from 23 to 27 June 1997. The goal of EUROMECH 366 was the presentation of recent findings in the macroscopic porous media theory (mixture theory restricted by the volume fraction concept) concerning general concepts and special investigations in the theoretical as well as the experimental field. Herein, numerical results requiring new solution strategies were also to be included. Moreover, foundations of fundamental state ments in the macroscopic porous media theory (e.g. the effective stress principle for incompressible and compressible constituents by micromechanic investigations) were welcome. Emphasis was placed upon the need to bring together scientists from various branches where porous media theories playa dominant role, namely from theoretical mechanics, agriculture, biomechanics, chemical engineering, geophysics and soil mechanics as well as from petroleum energy and environmental engineering. More than 80 people from 12 different countries expressed their interest in the Colloquium, and finally, 58 took part in the meeting presenting 42 papers. Among the talks were seven principal lectures given by leading scientists in the a.m. fields invited by the organizers. This is a monograph on geometrical and topological features which arise in various quantization procedures. Quantization schemes consider the feasibility of arriving at a quantum system from a classical one and these involve three major procedures viz. i) geometric quantization, ii) Klauder quantization, and iii) stochastic quanti zation. In geometric quantization we have to incorporate a hermitian line bundle to effectively generate the quantum Hamiltonian operator from a classical Hamil tonian. Klauder quantization also takes into account the role of the connection one-form along with coordinate independence. In stochastic quantization as pro posed by Nelson, Schrodinger equation is derived from Brownian motion processes; however, we have difficulty in its relativistic generalization. It has been pointed out by several authors that this may be circumvented by formulating a new geometry where Brownian motion proceses are considered in external as well as in internal space and, when the complexified space-time is considered, the usual path integral formulation is achieved. When this internal space variable is considered as a direc tion vector introducing an anisotropy in the internal space, we have the quantization of a Fermi field. This helps us to formulate a stochastic phase space formalism when the internal extension can be treated as a gauge theoretic extension. This suggests that massive fermions may be considered as Skyrme solitons. The nonrelativistic quantum mechanics is achieved in the sharp point limit.

This is explained by the facts that sulphur was obviously in sufficient supply from the atmosphere, from soil and as a by-product in mineral fertilizers. Increases in the yield potential and thus in the nutrient requirement of modern crops, however, as well as remarkable changes in SO2 emissions by private households, power stations and industry, associated with legislative measures to reduce air and water pollution, have altered the situation to a large extent. In particular the public concerns about forest decline and pollution-induced climatic changes have initiated extensive research programs on the physiological functions of sulphur in plants, on the occurrence and plant availability of sulphur in agricultural and forest soils and on the chemistry of sulphur compounds in the tropo- and stratosphere. Limnology - the study of inland waters - had its genesis in Europe about the turn of the century. The studies of Fore1 on Lake Geneva were of seminal value at this time. It prospered under the early guidance of Thienemann, Naumann and Wesenberg-Lund in Europe and, soon transplanted, of Birge and Juday in North America (to name just a few early spirits). Now, liminology is a respectable scientific discipline taught at many universities, and limnologists are recognized as important contributors to our understanding of how this fragile spaceship functions. All this acknowledged, it must also be acknowledged that limnology is not yet a globally comprehensive science. To be sure, much is known about globally applicable processes, and the structural elements of aquatic ecosystems worldwide, but limnological emphases, interests and concerns remain essentially European and North American in balance. Much is known about lakes and rivers in less than one fifth of the world's land area (northern temperature regions); rather little is known about inland waters elsewhere.

The Feynman integral is considered as an intuitive representation of quantum mechanics showing the complex quantum phenomena in a language comprehensible at a classical level. It suggests that the quantum transition amplitude arises from classical mechanics by an average over various interfering paths. The classical picture suggested by the Feynman integral may be illusory. By most physicists the path integral is usually treated as a convenient formal mathematical tool for a quick derivation of useful approximations in quantum mechanics. Results obtained in the formalism of Feynman integrals receive a mathematical justification by means of other (usually much harder) methods. In such a case the rigour is achieved at the cost of losing the intuitive classical insight. The aim of this book is to formulate a mathematical theory of the Feynman integral literally in the way it was expressed by Feynman, at the cost of complexifying the configuration space. In such a case the Feynman integral can be expressed by a probability measure. The equations of quantum mechanics can be formulated as equations of random classical mechanics on a complex configuration space. The opportunity of computer simulations shows an immediate advantage of such a formulation. A mathematical formulation of the Feynman integral should not be considered solely as an academic question of mathematical rigour in theoretical physics.

The papers which make up this volume have for the most part emerged from the work of a team of young researchers based for varying periods at the Department of Educational Studies of the University of Oxford as part of an international network funded by the European Union. The network, known as PRESTiGE (Problems of Educational Standardisation and Transition in a Global Environment), involves teams at six European universities, each of which can only employ young researchers from Member States other than that in which it is situated. The Oxford part of PRESTiGE has been concerned with the interpretation, transmission and implementation of European Union education and training policy in four Member States: France, Germany, Sweden and the United Kingdom. As the leader of the Oxford team I had the good fortune to work with young researchers from Denmark, Germany, Greece, Sweden and Portugal. Their work is included here. So too are contributions from Jake Murdoch (a member of the Dijon team, based at the Université de Bourgogne) and Professor António Nóvoa, the leader of the Lisbon team. Together the papers (which we have allowed to overlap to some extent, so that each one can be read independently) represent a genuinely international collaborative effort to understand the intentions and the effects of EU education and training policy, and we hope that they will contribute to further discussion of the important issues that those with an interest in European co-operation and development will wish to pursue.

The EUROMECH Colloquium 366, 'Porous Media - Theory and Experiments' was held at the Bildungszentrum fiir die Entsorgungs-und Wasserwirtschaft GmbH B·E·W, Essen, Germany, from 23 to 27 June 1997. The goal of EUROMECH 366 was the presentation of recent findings in the macroscopic porous media theory (mixture theory restricted by the volume fraction concept) concerning general concepts and special investigations in the theoretical as well as the experimental field. Herein, numerical results requiring new solution strategies were also to be included. Moreover, foundations of fundamental state ments in the macroscopic porous media theory (e.g. the effective stress principle for incompressible and compressible constituents by micromechanic investigations) were welcome. Emphasis was placed upon the need to bring together scientists from various branches where porous media theories playa dominant role, namely from theoretical mechanics, agriculture, biomechanics, chemical engineering, geophysics and soil mechanics as well as from petroleum energy and environmental engineering. More than 80 people from 12 different countries expressed their interest in the Colloquium, and finally, 58 took part in the meeting presenting 42 papers. Among the talks were seven principal lectures given by leading scientists in the a.m. fields invited by the organizers. This is a monograph on geometrical and topological features which arise in various quantization procedures. Quantization schemes consider the feasibility of arriving at a quantum system from a classical one and these involve three major procedures viz. i) geometric quantization, ii) Klauder quantization, and iii) stochastic quanti zation. In geometric quantization we have to incorporate a hermitian line bundle to effectively generate the quantum Hamiltonian operator from a classical Hamil tonian. Klauder quantization also takes into account the role of the connection one-form along with coordinate independence. In stochastic quantization as pro posed by Nelson, Schrodinger equation is derived from Brownian motion processes; however, we have difficulty in its relativistic generalization. It has been pointed out by several authors that this may be circumvented by formulating a new geometry where Brownian motion proceses are considered in external as well as in internal space and, when the complexified space-time is considered, the usual path integral formulation is achieved. When this internal space variable is considered as a direc tion vector introducing an anisotropy in the internal space, we have the quantization of a Fermi field. This helps us to formulate a stochastic phase space formalism when the internal extension can be treated as a gauge theoretic extension. This suggests that massive fermions may be considered as Skyrme solitons. The nonrelativistic quantum mechanics is achieved in the sharp point limit.

Given the relative small volume (about 8000 terms), the authors tried to reflect the most important terms in such areas as the cirquit theory, electric and magnetic measurements, ele ctric power generation, transmission and distribution, as well as the industrial and domestic consumption of electric power. The Dictionary also contains many terms relevant to high voltage technology, electrical machines and apparatus, electric drive, as well as to the elements and structures of aerial and cable transmission lines. In selecting English terms, the authors were trying to reflect both their British and Ameri can versions, although they did not attempt to present all terminological synonyms of this kind. In some cases the Dictionary provides the main spelling versions.
