In March 1998 the European Union formally launched the accession process that will lead to a significant enlargement of the Union. So far ten countries from Central Europe: Bulgaria, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Romania, the Slovak Republic and Slovenia have submitted their applications for EU membership. This unique process immediately attracted attention of economists and policy makers. Nevertheless, it can be noticed that among numerous results already published, there is a distinctive shortage of books and papers in which quantitative research methods are applied. This is to a large extent justified by the fact that the transition and accession processes are new to the economic sciences, their methodology is not wellresearched, statistical data for the Central and East European countries are scarce and not always reliable and, generally, quantitative approach seems to be a risky and uncertain business. All these all problems can also be seen as a challenge rather than an obstacle. With this on mind, we have decided to clarify the status quo by organising a research seminar which focused on the methodology and quantitative analysis of the Central and East European transition and pre-accession processes. The seminar, East European Transition and EU Enlargement: a Quantitative Approach organised by Macroeconomic and Financial Data Centre (University of Gdansk and University ofLeicester) took place in Gdansk in June 2001. Our edited volume contains papers developed from this seminar.

Any normative theory of democracy involves notions of equity, which are supposed to guide collective decisions. On the other hand, a descriptive theory of any decision-making body must take into account the distribution of power in that body. The development of collective decision theory along two different paths reflects these two foci of interest in the theory of democracy. One direction can be subsumed under the theory of social choice, the other under the theory of games. In the theory of social choice, the participants are characterized only by their preferences among a set of alternatives (candidates, courses of action, etc. ). On the other hand, the point of departure in the theory of games is a set of actors, each of whom can choose between alternative courses of action (strategies). The Italian university system, along the mainstream of the European higher education systems, is adopting efficiency and effectiveness as criteria for process programming and result managing. For this purpose, both the national system headed by the Ministry of Edu- tion, University and Research, and the universities, within their managerial autonomy, activated since the 1990s a systematic assessment of their research and teaching activities and of other services. Moreover, the widespread consciousness of teaching assessment, as a tool for empowering the higher education system, entered the Ministry and universities’ agenda. Even though the use of the course evaluations, for intervention purposes, still is limited to the most fanciful and fearless faculties and universities, the process has started and it will not be easy to circumvent.

Initiative and Organizers During several meetings in Stockholm between the Swedish-German steering group of the Swedish Work Environment Fund (Arbetsmiljofonden) and the Project Ad ministration for Work and Technology (Projekttrager Arbeit und Technik) of the DLR it was common opinion that the coordination of some programme areas and projects of both sides, and the cooperation within them, showed good progress and fruitful results. Contacts and cooperation between research institutions and researchers were also well underway. But there was never time to discuss political, strategic and operational approaches in the formulation, interpretation and implementation of research and development (R&D); strategies in the common fields of activities, labelled "quality of working life", "humanization", anthropocentric design concepts, work and technology, to mention the most common terms in English. Last year the Sozialakademie Dortmund proposed to the Swedish and German parties to organize a workshop devoted to this cause. The idea was immediately taken up; the German side suggested that such a gathering should not only express German and Swedish voices but should be extended to a wider, European forum. The workshop could then better deal with the relations between the relevant national, European and possibly international programmes. It would allow deeper insights into the underlying political structures and mechanisms, the system of cooperation and conflict solving between publicly financed programmes, promoted institutions and expected results.

In March 1998 the European Union formally launched the accession process that will lead to a significant enlargement of the Union. So far ten countries from Central Europe: Bulgaria, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Romania, the Slovak Republic and Slovenia have submitted their applications for EU membership. This unique process immediately attracted attention of economists and policy makers. Nevertheless, it can be noticed that among numerous results already published, there is a distinctive shortage of books and papers in which quantitative research methods are applied. This is to a large extent justified by the fact that the transition and accession processes are new to the economic sciences, their methodology is not wellresearched, statistical data for the Central and East European countries are scarce and not always reliable and, generally, quantitative approach seems to be a risky and uncertain business. Any normative theory of democracy involves notions of equity, which are supposed to guide collective decisions. On the other hand, a descriptive theory of any decision-making body must take into account the distribution of power in that body. The development of collective decision theory along two different paths reflects these two foci of interest in the theory of democracy. One direction can be subsumed under the theory of social choice, the other under the theory of games. In the theory of social choice, the participants are characterized only by their preferences among a set of alternatives (candidates, courses of action, etc. ). They do not choose among these alternatives. They only submit their preferences to some central authority ("the Society"), which then chooses among the alternatives in accordance with some fixed rule of aggregating the preferences. On the other hand, the point of departure in the theory of games is a set of actors, each of whom can choose between alternative courses of action (strategies). The totality of choices results in an outcome, which gener ally has different utilities for the different actors. In this book, both approaches are presented in selected papers, from which the reader can get an excellent overview of the state of the art. Both branches of formal decision theory, the theory of social choice and the theory of games, were developed in mathematical language, but very little technical mathematical knowledge is required to follow the arguments.

The Italian university system, along the mainstream of the European higher education systems, is adopting efficiency and effectiveness as criteria for process programming and result managing. For this purpose, both the national system headed by the Ministry of Edu- tion, University and Research, and the universities, within their managerial autonomy, activated since the 1990s a systematic assessment of their research and teaching activities and of other services. The assessment on a large scale of aspects of the educational system started in Italy when the Ministry imposed in 1999 that the teaching of each course of Bachelor and Master programmes be evaluated by the student and that s- thetic marks be sent to a National Board for University System Evaluation (CNVSU) for comparative and intervention purposes. The compelling need to assess the course quality not only demolished the atavic distrust that part of the academics have had against the assessment of the teaching, but also started, in a concrete way, the participation of students to activities dedicated to them. Moreover, the widespread consciousness of teaching assessment, as a tool for empowering the higher education system, entered the Ministry and universities’ agenda. Even though the use of the course evaluations, for intervention purposes, still is limited to the most fanciful and fearless faculties and universities, the process has started and it will not be easy to circumvent.

The conference is the main European forum for developments at the interface between statistics and computing. This was encapsulated as follows in the COMPSTAT'98 Call for Papers. Statistical computing provides the link between statistical theory and applied statistics. The scientific programme of COMPSTAT ranges over all aspects of this link, from the development and implementation of new computer-based statistical methodology through to innovative applications and software evaluation. Initiative and Organizers During several meetings in Stockholm between the Swedish-German steering group of the Swedish Work Environment Fund (Arbetsmiljofonden) and the Project Ad ministration for Work and Technology (Projekttrager Arbeit und Technik) of the DLR it was common opinion that the coordination of some programme areas and projects of both sides, and the cooperation within them, showed good progress and fruitful results. The idea was immediately taken up; the German side suggested that such a gathering should not only express German and Swedish voices but should be extended to a wider, European forum. The workshop could then better deal with the relations between the relevant national, European and possibly international programmes. It would allow deeper insights into the underlying political structures and mechanisms, the system of cooperation and conflict solving between publicly financed programmes, promoted institutions and expected results.
